Instructions
- Prepare the dough by combining all-purpose flour, salt, sugar, and turmeric powder
- Cut in cold butter and beef fat into the flour mixture until it resembles breadcrumbs
- Add ice-cold water gradually until a dough forms, being careful not to overwork it
- Chill the dough while preparing the beef filling
- Heat oil in a pan and sauté finely chopped onions and minced garlic until fragrant
- Add ground beef and cook until browned, breaking it up as it cooks
